Purpose
The purpose of this e-learning module is to transfer the required knowledge that will provide the learner with a thorough understanding of the following:
- Structure of the Maritime Labour Convention (MLC) as well as the leadership and managerial skills required by the Convention.

Learning Objectives:
Upon completion of the module 1, you will be able to:
- Summarize the general obligations and responsibilities, and scope of the Convention.
- Describe the structure with respect to Titles and Regulations, Parts A and B of the Code, the standards and guidelines.
- Explain the requirements for inspections and certification.
Upon completion of the module 2, you will be able to:
State the minimum requirements for seafarers to work on a ship.
Summarize the general terms and conditions of employment for seafarers.
Describe the requirements for payment of wages, and accounting.
State “hours of work” and “hours of rest” as defined by the Convention, and the limits on hours of work and rest.
Describe the requirements for entitlement to paid annual leave and factors to be taken into account.
Explain the conditions that the shipowner must comply with regarding the repatriation of seafarers.
Describe the compensation to be paid to seafarers following the sinking of the ship they were employed in.
State the minimum crewing levels required by the Convention.
Upon completion of the module 3, you will be able to:
- Summarize the minimum standards for seafarer sleeping accommodation onboard ships.
- Summarize the minimum standards for ventilation, heating and lighting in seafarer accommodation spaces.
- Summarize the minimum standards for mess rooms.
- Summarize the standards for sanitary facilities onboard, and laundry facilities.
- Summarize the standards for hospital accommodation onboard.
- Summarize the standards for recreational facilities onboard.
- Describe the routines and records required to ensure the ship’s accommodation remains in good condition.
- Summarize the minimum standards required for food and catering onboard.
Upon completion of the module 4, you will be able to:
- State the standard of medical care to be made available to seafarers both onboard and ashore.
- Explain the requirements for the provision of medical services and care onboard.
- State the shipowner’s liability with respect to the financial consequences of sickness, injury or death occurring while a seafarer is serving under an employment agreement.
- Describe the guidelines for managing Occupational Health & Safety aboard ship.
- Describe the social security protection and benefits to be provided to seafarers.
- Describe the minimum requirements for shore based welfare facilities to be provided to seafarers.
Upon completion of the module 5, you will be able to:
Explain the inspection and certification system for the requirements of this convention.
Explain the function of a Recognised Organisation with respect to inspection and certification of ships as required by the Convention.
Summarize the inspection process required to ensure enforcement of standards.
State the powers that inspectors have under the Convention.
Summarize on board complaint procedures.
